Uganda government has constructed a sh447M prison structure in Gulu to house 600 inmates.
While addressing audience at the commissioning ceremony of the structure at Central Government Prison yesterday in Gulu, assistant commissioner of prisons in charge enterprises, David Nsalasata said the project was aimed at reducing congestion in prison cells.
Nsalasata said: “Reports have indicated that inmates’ welfare was in sorry state due to overcrowding in cells. The prison structures were being constructed with funding from Justice, Law and Order sectors (JLOS) programme”.
“All of us are potential prisoners, we have to make the prison cells conducive and better polybasic requirements put in place, for a normal human being,” he added.
He said that the similar structures were being constructed in Apac, Mbarara, Nakasongola, Mpigi and Ntungamo districts.
Nsalasata cautioned prison officials against abusing the rights of prisoners. “Handle them (inmates) in a humane manner. They are here for correction and reforms, but not to be tortured or ill-treated. They can be better citizens of tomorrow”.
Resident District Commissioner, Walter Ochora urged prison staff to avoid vandalizing the hard earned structure. He said that there was need to facelift old structures including staff houses.
Ochora encouraged farmers around to learn modern methods of farming from the institution for better crop yields. He lauded the government for establishing more structures in prisons across the country.
Meanwhile, Maxwell Akora, financial specialist under Judicial Service Commission disclosed that the government will build four remand homes for juvenile offenders in the north.
Akora told a meeting held at Acholi inn in Gulu town on Monday that the four remand homes will be build in Lira for Lango region, Gulu for Acholi and Arua for west Nile sub regions.
He added that court had been releasing the juvenile offenders in the north due to lack of suitable remand homes.
